My despatch secret 20th August 1937. authorities are pressing for the completion of road

connection in view of attacks on Kowloon railway.

I am now in favour of carrying out the work without

delay in order to maintain the Colony's trade with the

interior and to facilitate import of necessary food supply.

Moreover this project is now many years overdue and

the opportunity of securing source of future prosperity may

be missed if not seized at once,
